No Starting Abilities just lets you choose the skills and talents/spells instead of being assigned some of them. Universal Voices lets you pick a wider range of voices in character creation. Do note that it cannot be used along with Dain's Fixes without a compatibility mod (which I don't have). Some buffs, nerfs, and complete overhauls. It makes a lot of tweaks to abilities that really play differently from the base game and open up a lot of new ways of playing.
